This Request for Proposals (the "RFP") is an invitation by the Government of Bermuda (the "Government") to prospective proponents to submit proposals for the Human Resource Information Management System (HRIMS), as further described in Section A of the RFP Particulars (Appendix D) (the "Deliverables").
The Department of Employee and Organizational Development is seeking proposals for the implementation of a fully integrated Human Resource Information Management System (HRIMS) that will work seamlessly with the government's existing Enterprise One (E1) platform. The goal of this project is to modernize human resource operations, streamline workflows, and enhance service delivery by incorporating the functionality of both E1 and a specialized HRIMS or HCM platform.
The solution must address both core HR functions currently managed in E1, such as payroll and benefits administration, and advanced human capital management capabilities including A1-driven recruitment, performance management, learning management, and detailed workforce analytics. The integrated system must provide a seamless user experience while leveraging the strengths of both E1 and the specialized HRIMS.
