This Request for Quotations (the “RFQ”) is an invitation by the Government of Bermuda (the “Government”) to prospective respondents to submit non-binding quotations for Modifying a Payment Gateway Open-Source Code, as further described in Section A of the RFQ Particulars (Appendix D) (the “Deliverables”). The Government of Bermuda seeks to modify the open-source code of GOV.UK Pay for local use on the gov.bm. The objective is to provide the public with a consistent and uniform experience when paying online. The modification of the code for the purposes of Bermuda will provide the Government with the necessary functionality to:
- Process an online payment – Allow clients to enter credit card details and complete a transaction.
- Retrieve payment details – Verify payment by retrieving the status and all relevant information about the payment.
- Refund processed payments – Refund functionality can be implemented to revert the funds back to the client's account.
- Settle Payments – Settle Pre-Authorised Payments so that the funds are withdrawn from the client's account once a condition is met.
The open-source code currently integrates with Worldpay, Stripe, Smartpay and ePDQ. The Government of Bermuda would also seek to modify the code to integrate First Atlantic Commerce (FAC) and authorise.net payment gateways, accept crypto currency, and connect to JD Edwards Enterprise One with the provision of an API for the JD Edwards EnterpriseOne Orchestrator module.
