Executive Summary:

 The Department of Parks is seeking bids from established landscape firms to provide interim scheduled landscape management services for selected portions of the Bermuda Railway Trail (BRT). Landscape services are presently required for a three (3) month period within the following trail sections:

  •  BRT Section West 1: Rural Hill, Paget to Khyber Pass, Warwick
  •  BRT Section West 2: Khyber Pass, Warwick to Church Road, Southampton
  •  BRT Section West 3: Church Road, Southampton to Whale Bay Road, Southampton
  •  BRT Section West 4: Whale Bay Road, Southampton to Somerset Bridge, Sandys
  •  BRT Section West 5: Somerset Bridge, Sandys to Somerset Station (Old Bus Terminal), Sandys
  •  BRT Section East 2: Cable Hill, Devonshire to Flatt’s Inlet South, Smiths
  •  BRT Section East 3A: Flatt’s Inlet North to Seon Point, Hamilton Parish
  •  BRT Section East 3B: Crawl Waterfront Park to Bailey’s Bay Bridge, Hamilton Parish

The overall scope of services required within each section includes the following:-

  1. Scheduled grass cutting of selected railway trail areas.
  2. Selective shrub pruning.
  3. Selective removal of invasive small trees, shrubs, grasses and groundcovers.
  4. Horticultural waste management.

Bids may be submitted for one or more of the above noted trail sections. All work must comply with best industry standards of practice, in addition to local occupational safety and health standards of practice. These include the Department of Parks Landscape Specifications (for limited scope of work), the Bermuda Occupational Safety and Health Act 1982, its Approved Code of Practice Notice (1997), and Regulations (2009). Bidders are advised that all Government Building and work sites are designated as Alcohol, Smoke and Drug free zones.

Tender Packages may be obtained at the Parks Department Reception Desk at the Ministry of Public Works, 3rd Floor General Post Office Building, 56 Church Street, Hamilton HM 12, Bermuda or via the Government Procurement Notices Section of the Bermuda Government website (www.gov.bm/procurement-notices).

Interested bidders are required to attend a mandatory site meeting at the Railway Trail junction with S-Hill, Ord Road, Paget (gather beside the BELCO substation) on Wednesday, the 11th of January, 2017 @ 12:30pm, as well as visit the other railway trail sections noted above in order to become familiar with conditions that may affect the proposed work.

Bidders who do not attend the mandatory site visit are ineligible to bid.

Questions will be fielded at the site meeting. Further questions must be forwarded in writing to the Acting Assistant Park Planner at email: marwade@gov.bm during the bid period, with final questions forwarded no later than two (2) working days prior to the Bid submission date noted below to allow issuance of responses to all bidders.

Completed bids must be returned in writing using the attached Form of Tender. All fields in the enclosed Form of Tender shall be completed, including requisite signatures where indicated and returned in a sealed and clearly marked envelope stating “Railway Trail Interim Landscape Maintenance Services, Attn: Park Planner” and deposited into the secured tender box located at the Reception Desk of the Ministry of Public Works, 3rd Floor General Post Office Building, 56 Church Street, Hamilton HM 12, Bermuda by 3:00 pm on the 19th of January, 2017.

Submittals will NOT be accepted by email or any other electronic form. Similarly, late submittals are NOT admissible. Non-conformance to the above-mentioned requirements may render the bid submission null and void. All bids will be opened in a formal Tender opening meeting by an appointed committee of the Ministry, scheduled after the close of the bid deadline. Bidders and the public are welcome to attend this meeting.

It is anticipated that the bid evaluation and contractor notification will take place forthwith. The contracted services shall be positioned for immediate start thereafter.
